If this is the map you have of Arathi Highlands, you will need to talk to Zidormi (Speech bubble bottom center of map). Click on "Can you show me what Arathi Highlands was like before the war broke out?" And bring up the old map. At least a couple of the locations needed for the achievement are not on the new map.

All 11 of my toons over level 60 already had the Arathi Highlands exploration achievement and the 3 low levels that I took there couln't even see the new map, so I don't know if this is like Silithus where discovering on the new map doesn't count toward the achievement or if you can discover the areas that are there on the new map. But you will need to discover a couple of locations on the old map as they are not on the new map.

There appears to be three areas for the achievement that are not on the new map. Circle of West Binding is now Hatchet Ridge, Northfold Manor is now Ar'Gorok and Galen's Fall is now Newstead.
